DGCE Fully Implements SEZ Application System in Five Regions
SURABAYA - Directorate General Customs and Excise (DGCE) now will implement in full (mandatory) Special Economic Zones (SEZ) application system in five regions that has been set by the government.

SEZ is an area with certain limitations within the Unitary Republic of Indonesia Jurisdictions (NKRI) which has geoeconomic and geostrategic advantages and is determined to carry out economic functions and obtain certain facilities.

Based on DGCE Decree number KEP-211/BC/2022 which came into force on December 30, 2022, five regions that have implemented full implementation, namely Galang Batang SEZ, Lido SEZ, Kendal SEZ, Gresik SEZ, and Mandalika SEZ.

The SEZ application system is arranged at Tanjung Pinang customs tax service office, Bogor customs tax service offices, Gresik customs tax service office, Mataram customs tax service office, as well as all Customs Business Competition Supervision Commission (CBCSC) and customs tax service office overseeing the unloading and/or reloading of goods.

Single Window National Institute together with the Directorate of Customs and Excise Information have developed a SEZ application system which includes Customs Notification for Special Economic zones “Pemberitahuan Pabean Kawasan Ekonomi Khusus” or PPKEK for types of services for entry from Outside the Customs Area “Luar Daerah Pabean” or LDP to SEZ, entry from Other Places Within the Customs Area “Tempat Lain Dalam Daerah Pabean” or TLDDP to SEZ, and spending from SEZ to Outside the Customs Area.

Previously, SEZ application system full implementation had been piloted at several Customs and Excise Offices.

In accordance with KEP-211/BC/2022 mandate, the appointed customs and excise office must monitor and evaluate the implementation of Customs Notification for Special Economic zones. Evaluate SEZ application system can coordinating with Directorate of Customs Facilities and the Directorate of Customs and Excise Information.

Services can be carried out manually if Indonesia National Single Window (INSW) system and/or the Customs and Excise Service Computer System “Sistem Komputer Pelayanan” or SKP are not functioning. However, if INSW system and/or Service Computer System “Sistem Komputer Pelayanan” or SKP is functioning again, the official who replaces functions performed by the system functions must manually record and upload recording results to system. 

"Director of Customs Facility and Director of Customs and Excise Information to coordinate full implementation of the SEZ application system (mandatory)," write fifth dictum of KEP-211/BC/2022.

Furthermore, if a SEZ still has Bonded Zone Status and the recovecation process of its status has not been completed, then entry and exit of goods from SEZ can be carried out using the Bonded Warehouse “Tempat Penimbunan Berikat” or TPB customs notification document.
